When a garden building needs an FRA

Flood zone and permitted-development status decide whether an FRA is required.

Flood Zone 2 or 3

If the property is in Flood Zone 2 or 3, a planning application for a garden room or outbuilding usually needs an FRA to be validated.

Outside permitted development

Larger outbuildings, those used as habitable/independent accommodation, or in designated areas need full planning — and often an FRA with it.

Annexe or living accommodation

A garden annexe used for sleeping or independent living is more vulnerable and needs clear evidence of safe floor levels and resilience.
