FRAs for Major Residential Schemes

Major residential development — 10 or more dwellings, or sites of 1 hectare or more — needs a Flood Risk Assessment in every flood zone, together with a surface water drainage strategy the Lead Local Flood Authority will approve as a statutory consultee. Get either wrong and the application stalls on objection.

Any development of 10 or more homes, or a site of 1 hectare or more, is 'major' and requires an FRA and a drainage strategy — even in Flood Zone 1.

LLFA is a statutory consultee

On major development the LLFA must approve the surface water drainage strategy. A weak strategy is the single most common cause of objections and delays.

Sequential Test

Larger sites in higher flood zones must pass the Sequential Test — steering development to lower-risk land — which we evidence and document.
